Justin Fulcher’s Long Connection to Asia and the Indo-Pacific

Asia has appeared at two very different points in the career of Justin Fulcher. The first was as a young founder building telemedicine across the continent. The second came years later, when he accompanied senior U.S. defense officials to high-level dialogues in the Indo-Pacific region. A recent profile connects those chapters.

Telemedicine Across Borders

Fulcher co-founded RingMD in 2013, at age 21. The platform linked patients with physicians remotely and eventually operated in multiple Asian countries. Each market brought its own regulatory framework, and the technology had to cope with unreliable bandwidth and uneven infrastructure. Across many places it served, mobile connectivity was simply more developed than the local healthcare system.

He described the motivation in a 2020 interview with Charleston Digital Corridor: “Without the basic, fundamental healthcare access, it handicaps many parts of the world.” Forbes Asia added him to its 30 Under 30 list in Healthcare & Science in 2017. He no longer manages the company day to day but continues as a board member and minority shareholder.

Defense Advisory Work

Justin Fulcher joined the Department of Defense in early 2025 as a Senior Advisor to the Secretary of Defense. Alongside the Indo-Pacific engagements, his main responsibility was acquisition reform and technology adoption. Justin Fulcher contributed to reforms that reduced software procurement timelines “from years to months” and modernized key IT systems across the department. That work drew directly on his experience making technology function across different regulatory systems.

His studies reflect the same international focus. He holds a Master’s in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies, completed in 2023, and is pursuing a Doctorate in International Affairs at Johns Hopkins University’s School of Advanced International Studies. Current priorities include defense technology innovation and supply chain resilience for critical materials such as rare-earth elements.

The profile frames his work, whether in healthcare or national security, as a steady emphasis on systems that function under pressure and earn trust over time. See related link for more information.
