Kelcy Warren

Kelcy Warren, 63, is a billionaire and CEO of Energy Transfer Partners (ETP), responsible for building the Dakota Access Pipeline.

In February 2017, Kelcy Warren was arrested for illegally soliciting campaign contributions from the CEO of Sunoco, which is ETP’s other company. He faced up to 20 years in prison and a fine of $100,000.

After his arrest, Warren acknowledged ethical violations in his dealings with Sunoco but denied that he had made illegal contributions to President Trump’s re-election campaign.

Warren faces charges from Texas regulators that he overpaid property taxes on his ranch by more than $10 million and demanded an extra $1 million in cash out of pocket as reimbursement. His total pay was estimated at $1.5 million per year.

According to the Dallas Morning News, Kelcy Warren donated $10 million to his alma mater, Southern Methodist University’s engineering college. He and his family also donated $19.7 million to Baylor College of Medicine for medical education, research, and a building in his name.

In 2015, Warren gave $1 million to the American Conservative Union, which hosts the Conservative Political Action Conference (CPAC).

Warren donated $1 million to Jeb Bush’s presidential campaign. Bush, however, briefly left the race and supported Ted Cruz in late 2016. He did not win the presidency. The Cruz campaign returned the donation after Warren’s arrest by Trump’s “Make America Great Again” committee in February 2017.

Warren also donated to Chris Christie’s presidential bid and contributed over $200,000 to Republican candidates in 2014.

Warren gave over $250,000 to Republicans between 2011 and 2015 before moving away from Republican candidates after Donald J Trump announced his presidential bid.

In 2012, Kelcy Warren was listed as the seventy-third wealthiest person in Texas by Forbes Magazine, with a net worth of $2 billion. Kelcy Warren made money as a crude oil producer in the Permian Basin of West Texas, owning multiple oil and gas fields. His company is responsible for building the Dakota Access Pipeline.
